Position Summary:
The Security Manager is responsible for implementing, managing, and auditing all aspects of physical security and surveillance systems across licensed medical marijuana facilities in Florida, including cultivation, processing, and dispensing sites. The ideal candidate will demonstrate a deep understanding of Florida’s cannabis regulatory framework (F.A.C. 64-4.210, F.A.C. 64-4.011) and have hands-on experience with advanced security technology, particularly Avigilon video surveillance and electronic access control systems, and Bosch intrusion detection systems.
This role includes management of a Security Operations Center (SOC) and oversight of all internal and external security protocols to ensure strict compliance with Florida Department of Health Office of Medical Marijuana Use (OMMU) requirements.
Essential Functions
Regulatory Compliance & Risk Mitigation:
- Maintain full compliance with Florida Administrative Code (F.A.C.) 64-4.210 (Medical Marijuana Treatment Centers – Security Requirements) and applicable local laws.
- Develop, implement, and enforce security SOPs to align with OMMU regulations and facility-specific license conditions.
- Coordinate security documentation and readiness for inspections, audits, and incident reviews by OMMU and law enforcement.
- Oversee access control protocols to prevent unauthorized entry to restricted areas, including biometric and credential-based systems.
- Manage and monitor all video surveillance systems, ensuring 24/7 operational coverage, retention, and clarity requirements are met (minimum 45-day retention).
- Operate and maintain Avigilon Control Center (ACC) and Avigilon Access Control Manager (ACM) systems.
- Administer Bosch intrusion detection platforms, ensuring alarms, sensors, and panels are functioning optimally and integrated with dispatch protocols.
- Conduct monthly user audits of all security systems to ensure only authorized users have access.
- Lead daily operations of the company’s Security Operations Center (SOC), including video surveillance reviews, alarm response coordination, and incident tracking.
- Supervise SOC personnel, ensuring 24/7 security coverage and escalation protocols are followed.
- Establish procedures for real-time monitoring, threat detection, and emergency response communication.
- Train and supervise security personnels, including contracted third-party security firms.
- Conduct internal investigations and collaborate with HR, Compliance, and Legal on disciplinary and criminal incidents.
- Oversee security vendor contracts and ensure timely maintenance of security hardware and infrastructure.
- Conduct risk assessments and physical security audits of cannabis cultivation, manufacturing, and dispensing sites.
- Manage key control.
- Manage secure transport coordination and manifest compliance for product and cash.
- Respond to security incidents including theft, diversion, unauthorized access, and emergencies.

This role manages all personnel of the department and is responsible for the performance management and hiring or contracting of personnel within the department.
Work Environment
This role is classified as a hybrid remote role, requiring a balance of on-site presence at licensed cannabis facilities and remote work from a home office. The role is expected to conduct regular in-person site visits across cultivation, manufacturing, distribution, and dispensary locations throughout Florida to ensure physical security compliance, perform audits, and supervise personnel. On-site work includes time in controlled-access environments, such as a Security Operations Center (SOC), vault rooms, retail areas, and production areas, which may require the use of personal protective equipment (PPE) and adherence to facility sanitation protocols. Remote work is typically used for administrative tasks, video surveillance review tasks, report writing, and coordination with the Security Operations Center (SOC). Travel between sites may involve driving or occasional overnight stays, depending on geographic coverage. This role requires flexibility to respond to after-hours security events and emergencies, including nights, weekends, and holidays as needed.
Physical Demands
This role is occasionally required to sit; climb or balance; and stoop, kneel, crouch or crawl. The employee must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this role include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.
Position Type and Expected Hours of Work
This is a full-time position, and typical work hours and days are Monday through Friday, 8:30 a.m. to 5 p.m. This position regularly requires long hours and frequent weekend work. This position is expected to travel between multiple facilities across Florida. This position is expected to lift up to 25 lbs. and conduct site walk-throughs in both indoor and outdoor environments. This position requires on-call availability for after-hours security incidents.
Travel
Travel is primarily local during the business day, although some out-of-the-area and overnight travel may be expected.
Education and Experience
Required Qualifications:
- 5+ years of experience in corporate or facility security management, preferably in a regulated industry.
- 2+ years of direct experience in the cannabis industry, healthcare security, or pharmaceutical security.
- Demonstrated experience with Avigilon ACC and ACM platforms.
- Demonstrated experience with Bosch intrusion detection systems.
- In-depth knowledge of Florida cannabis security laws and rules (especially F.A.C. 64-4.210 and 64-4.011).
- Strong written and verbal communication skills, including report writing and incident documentation.
- Experience leading SOC teams or centralized video surveillance and electronic monitoring centers.
- Proficiency with incident tracking systems, alarm response protocols, and user access management.
- Possession of a valid motor vehicle license and willingness to operate motor vehicles in the course of employment.
- Any professionally recognized certifications in the security and risk management related fields.
Preferred Qualifications:
- Florida Class D or G Security License (or eligibility to obtain).
- Prior law enforcement, military, or high-value asset security background.
- Experience with KabaMas locks, key control, RFID technology, video surveillance, electronic access control, and alarm systems.
- Familiarity with secure transportation of Schedule I substances.
- OSHA 10/30 or equivalent workplace safety training.
